The Texas Thoroughbred Association Board of Directors on Tuesday named Rick Penn to fill the position on the board vacated by the resignation of Delwin Lovell. Penn will serve the remainder of Lovell’s term as Northeast Regional Director through December 2015. Penn was also named to the Membership and Marketing& Sponsorship Committees.

Penn, a resident of Parker, is the owner of Penn Solutions, a financial resources company in the real estate industry. A graduate of Eastfield College with a degree in management, Penn has been a TTA member for more than six years and runs a small breeding and racing operation.

“As a relatively new owner, I don’t have any preconceived ideas as to how things are or how they have to be, so I would hope my ideas might spur changes for the good of the industry,” he said about being on the board. “As a leader in the staffing industry for 25 years and as a past board member of many associations, I feel my experience will prove valuable to the association.

“I wish I had a magic button to push,” he added. “Texas does breed quality horses and they prove it every year on the track. Obviously we need more quality stock, and the answer lies in creating more income for horsemen through legislative initiatives.”
